BC’s Licensing System
Under BC law, you can get a driver’s licence from age 16. You start with a knowledge test, and once you pass the road test you hold a licence that can be converted to a Japanese licence. If you are under 19, you need consent from a parent or legal guardian: either hand in the signed form or have them come with you.
After you pass the knowledge test and get your learner’s licence (L), you need at least 12 months of practice before you can take the road test. If you are here on a one-year working holiday or student visa, we recommend taking the knowledge test as soon as you arrive. You don’t have to stay in Canada during that time, so you are free to travel.
BC changed its system in 1998 (the Graduated Licensing Program, GLP), creating two classes of passenger-vehicle licence: Class 7 and Class 5. Class 7 is the licence described above.
With a Class 7 licence you can drive on your own, but you may carry only one passenger (immediate family members don’t count), and you must display the “N” (novice) sign on the back of the car. Your blood alcohol must be zero, and you may not use a phone or any other electronic device, even hands-free.
From October 19, 2026, the second road test for Class 5 has been removed. Instead, once you have driven safely on your Class 7 for a set period (24 months if you are under 25*, or 12 months if you are 25 or older) with no excessive-speed or electronic-device convictions and no prohibitions or suspensions, you can upgrade to Class 5 through a Driving Record Assessment. After 12 months of safe driving with the restricted Class 5, all restrictions are lifted.
*18 months if you completed an ICBC-approved GLP course during your learner stage.Even with a Class 7 licence you can drive in other provinces and in the US, and you can get an International Driving Permit when you return to Japan. It can also be converted to a Japanese licence, so some people who don’t mind the restrictions simply renew their Class 7 every five years instead of upgrading to Class 5.
