Converting a Licence

From Japan or another province to a BC licence

Visitors can drive on their Japanese licence for up to six months. If you move to BC, you must switch to a BC licence within 90 days. Japan is on ICBC’s licence exchange list, so you can exchange your licence without taking the knowledge test or road test.

To exchange your licence, you’ll need

  1. $75 licence fee (valid for five years)
  2. Your valid Japanese licence (check that it shows the date you were first licensed)
  3. Two pieces of ID (e.g. passport and study or work permit)
  4. An English translation of your Japanese licence by an ICBC-approved translator

The exchange is done at a driver licensing office (book an appointment first). You can hold only one licence in BC, so you will surrender your Japanese licence to ICBC. If you have less than two years of driving experience (not counting time as a learner), you will enter the Graduated Licensing Program and start with a restricted N (Class 7) licence. There are a number of conditions, so please feel free to contact us if you’d like to know more.

  3. 2枚のID(パスポートと、滞在許可証など)

From a BC licence to a Japanese licence

A licence obtained in BC (Class 7 or Class 5) can be converted to a Japanese licence.

Conditions

  1. You can show that you stayed at least three months in the country that issued the licence after obtaining it
  2. Your foreign licence is still valid

You’ll need

  1. Your foreign driver’s licence
  2. Passport (showing a stay of three months or more)
  3. Certificate of residence (住民票) showing your registered domicile
  4. A Japanese translation of the licence (e.g. from a JAF office in Japan)
  5. One photo
  6. Application fee

If you hold a Class 5, you will already have held your Class 7 for at least a year, so the requirement to stay a further three months after getting Class 5 does not apply. The conversion involves a short knowledge test (pass with 7 out of 10) and a short road test (you can take lessons at the driving test centre). Procedures vary slightly between prefectures, so please check with your local driving licence centre.
